Having analysed a graph showing the way the prison population has risen so dramatically over the last 75 years, pupils speculate as to why that might be before ranking some possible reasons. They then learn about new crimes before preparing for a concluding class debate between the optimists and the pessimists as to whether the way we catch and punish criminals is really getting better.
